During the commissioning of a nami device, it's LED is supposed to pulse blue to indicate pairing mode. Here are the potential reasons why your device's LED is not pulsing blue.
1 - Make sure that your device is receiving power.

Make sure that the power supply is the correct voltage and that power in ON. | Make sure that the battery tab is removed and the battery's capacity is sufficient. |
2 - Make sure that your device is reset
Your device might have been already commissioned in the nami system.
If that is the case and you still wish to commission it again, you will have to factory reset your device.

3 - Make sure that your contact sensor is not in power saving mode
Your contact sensor might be in power saving mode to save its battery.
Short-press the top button once.
The LED should start pulsing blue again.
